What is the HESLB OLAMS

HESLB OLAMS is the digital portal used by HESLB for processing student loan applications and managing the loan lifecycle. OLAMS stands for Online Loan Application and Management System. HESLB is the body mandated to provide and manage student loans in Tanzania.

How to Use

Here’s a simplified guide on how to use HESLB OLAMS effectively.

1. Preparation

  • Read the official application guideline for the academic year you are applying .

  • Gather the required documents: birth certificate, national ID/NIN, academic results (Form 4 & 6 or equivalent), admission letter, parents/guardian information, bank account details (if required), etc. Ministry of Education Tanzania

  • Scan or convert your documents into clear PDF (or as required by the system) before you log in, so you’re ready to upload them.

2. Registration / Login

  • Go to the HESLB OLAMS portal: https://olas.heslb.go.tz/olams/account/login

  • If you are a first-time user, click “Signup / New Applicant Registration” (or similar) to create your account. You’ll need your NIN and valid phone number. 

  • Create your password, verify your phone number, login. After login you’ll access your dashboard.

3. Fill in the Application

  • In your dashboard, select “Apply for Loan” (or the correct category: undergraduate, postgraduate, scholarship/loan etc).

  • Fill in personal information: full name, date of birth, gender, contact details.

  • Fill in family background: parents/guardian information, if you are orphaned/ vulnerable, number of dependents, etc.

  • Fill in academic details: previous schools, exam numbers, admission letter details (your institution, programme, year).

  • Provide bank account details if required (for disbursement) and make sure the account is active and in your name.

  • Review everything before submitting. Make sure you match your NIN, name, admission, etc.

4. Upload Documents

  • After form submission, upload all scanned supporting documents: birth certificate, academic results, admission letter, etc.

  • Ensure clarity (not blurry), correct format (usually PDF), proper file size (sometimes restrictions).

  • Submit the upload and check the system confirms successful upload.

5. Submission & Tracking

  • Once you’ve completed the form and uploaded your documents, submit the application. You’ll usually get a reference number keep it safe.

  • Monitor your dashboard for status: “Submitted”, “Under Review”, “Approved”, etc. Within the dashboard you may also see disbursement info. 

  • If approved, HESLB will disburse funds according to their guidelines (tuition, books, meals & accommodation etc).

6. After Approval / Disbursement

  • If you’ve been approved, check payment/disbursement details: which items are covered (tuition, accommodation, books), when payment will be made.

  • Keep track of your obligations: e.g., loan repayment later, or any conditions you must meet. 

  • Use the system to view your loan statement, repayment status, etc (if applicable).

How do I apply for a HESLB loan through OLAMS?

To apply, visit the HESLB Online Loan Application and Management System (OLAMS) at olas.heslb.go.tz. You must register using your Form Four Index Number. Once registered, pay the application fee via GePG and complete the application forms (SIPA) by uploading certified copies of your academic and birth certificates.

How do I check my loan allocation status?

Log in to your SIPA/OLAMS account using your username (Form IV Index Number) and password. Navigate to the 'Loan Allocation' or 'Allocation Status' tab. The system will display whether you have been allocated a loan, the amount, and the breakdown of funds (Tuition, Meals, Accommodation, etc.).

How do I repay my HESLB loan?

If you are employed, your employer must deduct 15% of your basic salary and remit it to HESLB. If you are self-employed, you must generate a Control Number via the HESLB Repayment Portal (olams.heslb.go.tz) and pay a minimum of TZS 100,000 per month through mobile money or a bank.

What should I do if I forget my OLAMS password?

Click on the 'Forgot Password' link on the login page. Enter your Form Four Index Number (your username). The system will send a password reset link or One Time Password (OTP) to the email address and mobile number you registered with during your application.
